A minimal connection string to repro is mongodb://foo/?authMechanism=MONGODB-X509. A connection string with credentials, i.e. mongodb://a:b@foo/?authMechanism=MONGODB-X509, is accepted, however. No password should be necessary with X.509 authentication, though.
