Update $out stage operator template to show time series option (and db/col)

      Currently the template for the $out stage operator is just the collection name, or we show Atlas/s3 options. https://github.com/mongodb-js/devtools-shared/blob/ec019613b6fb1fdf1655da2fd0f2128da5ad3599/packages/mongodb-constants/src/stage-operators.ts#L584 
      If it makes sense to folks, let's update the template with the collection name to show the time series options as well as the `database` and `collection` options that were added in 4.0:
