      In this PR, we added a new button in aggregations toolbar to toggle a aggregation side panel.

      In this PR, we added a new button in aggregations toolbar to toggle a aggregation side panel.

      Create the empty Stage Creator Panel, which will be displayed when the user toggles. The panel should not scroll when scrolling stages
       
      As the cards in panel will be draggable, we will render the panel in pipeline-builder-ui-workspace.tsx so that it shares the same DnDContext as SortableList.
