A user can't scroll to see the full message.
We could update the height of the top preview empty state to be more so that it can always be seen, although that wouldn't help when it's collapsed (usually is not). Likely a better solution would be to have the guide queue overlay the content somehow, although I'm not sure that's easily done. It also might be in it's current location for dom assessibility.
