Hotkeys on windows not working properly

      Likely a bug with how we're handling the `meta` character for hotkeys on windows with the `useHotkeys` hook.
      Some of the hotkeys that aren't working:

      • Focus mode add stage before CTRL + SHIFT  + A
      • Focus mode add stage after CTRL + SHIFT  + B
      • New tab CTRL + T
        These do work on mac.
