https://jira.mongodb.org/browse/DRIVERS-2011 was closed as won't do in place of the automatic credentials refresh for each cloud provider. However, the Node team had already implemented it before that decision was made and now needs to be removed.

AC:

• Remove the onKmsProviderRefresh function option from both the AutoEncrypter and ClientEncryption objects.
• Remove the use of the function to provide kms providers in both classes.
• Document how this behavior is done now by AWS.
