Fix Zoom-In Hotkeys in Windows and Linux

      Currently, zoom-in is bounded to "Ctrl Shift =" in Linux and Windows. Ideally, this would be changed to just "Ctrl+". Known to affect Redhat; unknown if it affects Ubuntu.

      This ticket should implement electron-localshortcut and verify on all platforms.
