Highlight why search indexes tab is disabled

      When connected to a server, the search indexes may not be supported for two reasons:

      1. The server version does not support the search index management ($listSearchIndexes)
      2. The Atlas server is not dedicated cluster. 

      This need input from the design team on how to show this information to the users. Currently we are only show tooltip.
