At the least we'd like to add an eslint rule to make sure all TODOs have tickets associated with them. It would be nice to have something that integrates directly with Jira, but we may decide that's outside the scope of this ticket.

(Cautiously put this at a 5, may be a 3 depending on how many TODOs are in the code)
