Create connection-info package in Compass, move `extractSecrets`, `mergeSecrets`, `ConnectionInfo`, and `getConnectionTitle` there from `connection-storage`

      This is so that we don't need Compass/electron specific things in the VSCode plugin imports. Currently `connection-storage` would be required, which also depends on `compass-utils` and has Compass specific storing logic.
