Use podman instead of docker on RHEL machines in CI

      While debugging a different docker issue in evergreen CI, we got a suggestion to switch to Podman on RHEL machines because there are no more docker updates that are deployed there, and other teams are switching to podman:

      Is there any reason you are using rhel76 for these tests? It's very old distro and Docker isn't supported on RedHat anymore - these days we use Podman on RHEL
