"Use system CA" does not work on Windows in Isolated edition

      On Windows, building win-export-certificate-and-key fails for the production build of Compass because the file path is too long:

      As a consequence, the "Use system CA" functionality is not available to users in this edition of Compass.

      We should probably work around the path length limitation here, and think about how to prevent this from happening in the future (note that we do test this flag on packaged Compass, we just do not test the Isolated edition here specifically).
