Make sure compass-web connection storage lists also clusters that are not fully deployed, account for that in the UI

      Atlas Clusters can move in and out of "connectable" state during their lifecycle (for example when just being deployed or when some changes are applied by agent to the cluster). Right now we're hiding those in UI completely, but instead we should rather list them and just have a special state for then in the navigation sidebar
