Problem Statement/Rationale

When the `protectConnectionStrings` setting is enabled we completely hide the `Advanced Connection Options` in the connection form. This can be confusing for folks wanting to use that way to edit the connection.

Display a banner at the top of the connection form if the setting is enabled.

Advanced Connection Options are hidden while the "Protect Connection String Secrets" setting is enabled. Disable the setting to configure Advanced Connection Options or edit your connection string.
