Compass should not recommend users to create capped collections

      With this change, Compass does not allow creating Capped collections anymore and https://www.mongodb.com/docs/compass/current/collections/capped-collection/ is not relevant.

      Hi capped collections is a feature I am told should not be used by asya.kamsky@mongodb.com 

      Can we at least remove it from the Atlas data explorer UI?
