Drop inProgress and the in progress banner from create index modal

      • Close the modal as soon as index creation starts. Rely on the in-progress indexes in the table as the only in progress indicator.
      • Don't reset the create index form state when index creation succeeds.
      • Update the e2e test helper that creates an index to check for the index in the table, don't assume that once the modal closes the index was created.
