      Summary

      Data Explorer currently allows connections regardless of the customer's configured IP access list. With the new Data Explorer backend we should choose to respect either or the data-plane IP access list or the UI IP access list. 

       

      Support for the UI access list should come in CLOUDP-189765 (confirm that this works for the UI in addition the API)
