We don't like the workflow where foliage opens failed/flaky test bugs for us but closes them if they clear up. When the foliage reports themselves are flaky this makes it difficult for the build engineer (our oncall) to prioritize them and track work.

The workflow we want is: If foliage finds a bug, it's presumed it's a real bug, until an engineer looks at it and fixes it or manually decides it's a non-bug.

I'm 99% sure it's possible to tune foliage this way. If not, just report this result in the team channel. We'll still have some of the nuisance with tracking failures that appear/disappear but there may not be any immediate technical solution.
