Incorrect update button tooltip when the cluster is in a readonly state (not readonly compass)

      1. Start a cluster locally.
      2. Connect in Compass
      3. Open the crud view
      4. Stop the cluster (putting it into a non-editable state in Compass)
      5. Observe the tooltip when hovering

       

      Let's update it to something about readonly, or just not show the tooltip in this case. Probably whichever is easier
