Currently we're waiting until we publish packages to build the production compass-web bundle. That means we won't know if it fails from a bundle size change until late in our workflow when we want to get a change out. The built artifact can't be over 10mb for mms.

Let's add a test that runs on prs that ensures we aren't hitting that bundle size limit. That way we error earlier.
