Add Compass AI Assistant telemetry events and feedback submission

      1. Track UI interactions, including when the assistant is opened, prompts are submitted, and the assistant is closed.
      2. Add ability to give binary feedback (i.e. thumbs up & thumbs down) with a popup for text-based feedback, copying the functionality from the NLQ toolbar.
