In COMPASS-9495 we left a bit of a hacky workaround behind to avoid spending too much time on tech debt. The indexes have a fake-ish state that adds them as an entry to the table before we've gotten a polling update about the indexes that are being built. This status was called in-progress, but now that we have buildProgress it is a bit confusing.

• Combine inprogress and regular index action components
• Consider changing inprogress to creating, and inprogress will now be used for indexes with a non zero and non one buildProgress
