Use NuGet to manage our dependency on NUnit

      We currently have a static copy of NUnit in the Tools/NUnit directory, but we are using NuGet to manage all of our other package dependencies.

      We should delete the Tools/NUnit directory and use NuGet to manage our NUnit dependency as well.
