Build Nuget packages from .csproj files instead of from .nuspec files

      We previously built our Nuget packages by passing .nuspec files to nuget.exe.

      In CSHARP-2174, we upgraded to a more modern multi-target format that uses a single set of .sln and .csproj files.

      The build process needs to be updated to build the Nuget packages from the .sln and .csproj files and the .nuspec files should be removed.
