Support Snappy for macOS and Linux

      Currently, we do not support Snappy on .macOS and Linux because Snappy.NET (https://snappy.machinezoo.com/) only works on Windows.  

      1. Target .Net Standard 2.0 and switch to [Snappy.Standard|https://www.nuget.org/packages/Snappy.Standard/]. 
      Snappy.Standard is based off Snappy.NET.

      We currently only wrap the binaries needed to support Snappy on Windows.
