Upgrade from netstandard1.5 to netstandard1.6

      We currently target netstandard1.5.

      We should be able to target netstandard1.6 instead with no impact on our users because every platform that supports netstandard1.5 also supprots netstandard1.6.

      Targetting netstandard1.6 would give us access to a few more APIs.
