Upgrade test projects to C#8

      We may be able to migrate the test projects to c#8 more easily than the driver itself. A quick test seems to indicate that upgrading the MongoDB.Driver.Test project to C#8 allowed me to enable nullable reference types for one test file via the #nullable directive
