Enable Secure Tests on Linux

      Currently the secure tests on Linux are not running, due to failures with mongo orchestration. When starting mongo orchestration on the Ubuntu 18 Evergreen boxes, it fails on startup because of an invalid option "sslOnNormalPorts"
