      NuGet restore fails occasionally

      Proposed fix: Avoid restoring NuGet packages concurrently in cake script.

      C:\Program Files\dotnet\sdk\3.1.402\NuGet.targets(128,5): error : The process cannot access the file 'z:\data\tmp\system.security.cryptography.openssl\4.0.0\.nupkg.metadata' because it is being used by another process.
