Fix NuGet install fail

      The recent change in NuGet client (Respect empty user-wide NuGet.Config file, no matter if there is a track file or not) made the nuget.exe install call failing on Evergreen Windows machines.
      This could be fixed by having the NuGet.config file contain the default source or removing the global NuGet.config file entirely.
      Temporary solution is to downgrade the NuGet version in the build.ps1 script.
