Cake will build with the latest toolchain that it can locate. On Evergreen, the latest toolchain installed by Cake is MSBuild 16.7.0, which doesn't include C# 9 support. Upgrading to Cake 1.2.0 enables support for later toolchains including MSBuild 16.9.0 and later, which does include support for C# 9 features.
