SkipException should require SkippableFact or SkippableTheory

      It used to be that using SkipException required using SkippableFact or SkippableTheory.

      Apparently that is no longer true, at least in the MongoDB.Driver.Tests project.

      Investigate whether using SkippableFact or SkippableTheory should be required or not when using SkipException.
