Use RHEL OS on EG instead Ubuntu

      Ubuntu has a relatively short and aggressive EOL policy where RHEL has no such issue. Additionally, a mongo server for ubuntu 18 (it may be that ubuntu2004 has a similar issue) doesn't support SSL and does it only starting from servers 4.0 so we can make testing for servers 36 there.

      TODO list after replacing:

      1. Rename ubuntu to rhel everywhere in scripts where we check $OS name.
      2. Ensure that SSL/CA certificate related scripts and envs work well. After quick check, at least add-ca-certs.sh doesn't work because of different used paths.
      3. Ensure that OIDC and Load balancing evns are not broken
