Remove pre-MongoDB 4.2 references from all specs and tests

      Summary of necessary driver changes

      • Sync all YAML/JSON tests.  The actual count of executed tests should not change, as the removed tests should no longer be executing on a driver with a 4.2+ CI pipeline.
      • Remove "Not Primary - Reset Connection Pool" prose test, defined in 
        ‎connections-survive-step-down/tests/README.md (Drivers may have already removed this test when 4.0 support was dropped).
