      Add an AI reviewer for the rules that tooling can't check for example things like comment quality, when mocking is appropriate, or whether a switch expression or statement reads better. We could possibly create a code-style-reviewer agent scoped to the judgment-based (tier C) rules and is wired into AGENTS.md.
