Skip the PR title check for automated SBOM PRs

      The SBOM workflow added in CSHARP-5626 opens automated PRs whenever sbom.json changes. The PR validation workflow requires every PR title to start with a Jira ticket, so these PRs are currently titled with the hardcoded CSHARP-5626, a closed ticket that has nothing to do with each update. Automated SBOM PRs should be exempt from the title check so they no longer need a ticket number.
