      Backport CXX-1043.

      Doxygen generates broken links to mongocxx and bsoncxx namespace documentation pages because those namespaces aren't documented with the "namespace" tag.

      They also don't show up on the "TODO" list (CXX-852), so I've created this ticket as a reminder.
