Add Evergreen builder for Arch Linux / gcc 6.3

      We should add a gcc 6.3 builder to our Evergreen CI loop, to test against a newer version of gcc than what we currently test against (5.4).

      Currently, the only Evergreen host types available with a system gcc 6 installed are the Arch Linux host types, so we should use those.
