Upgrade std-experimental tasks to Ubuntu 18.04

      We can upgrade the ubuntu1604-debug-std-experimental task to Ubuntu 18.04 as we did for other tasks in CXX-2255, but we'll have to fix some bugs that arise from using g++ 5.5 (the compiler on Ubuntu 18.04) and a non-standard polyfill (in this case EXPERIMENTAL).
