Scope

• Add a task in .mci.yml to test using a MongoDB server with TLS enabled.

Background & Motivation
The "start_mongod" Evergreen function is not invoked with the SSL environment variable.

Testing with TLS is noted in the CI Matrix Policy. Using TLS is likely much more common than not using TLS.
