      Establish and document a clear compatibility policy for the stable ABI for the CXX Driver in advance. This includes:

      • Defining what constitutes the "stable ABI" (not just by namespace).
      • Defining backward compatibility guarantees (aka "stability").
      • Defining forward progress strategy (deprecation and removal).
