With the reintroduction of root namespace redeclarations in CXX-3069, the Namespaces List is now populated by both root namespace and ABI namespace declarations.

Doxygen does not support manually ordering the contents of the Namespace List. Investigate a method to sort ABI namespaces to the top of the trees rather than being buried within root namespace redeclarations due to alphabetical ordering.
