Add note that Shard tags / zones must be strings in 3.2+

      All of the docs about the relevant shell helpers say "string" for the tag / zone parameter

      But it's never explicitly said that only string is allowed

      I propose a small note along the lines of "New in 3.2: tags / zone names must be strings. Previous versions of MongoDB permitted them to be any type of value."
