Standardize presentation of running (adminCommand) vs server options (cmd line + conf file options) on the server params page:

There are several occurrences that could use standardization. Rough outline:

- To enable log redaction on a running, use:
     - adminCommand()
- To enable log redaction at startup, use either:
     - the conf file option, or
     - the command-line option
