[Server] Investigate changes in SERVER-63841: Disable metric indexes on 5.3

      Original Downstream Change Summary

      Any 5.3 features from PM-2189 or PM-2232 that we documented, will not be in 5.3 after all. This includes:

      • Changes to createIndex on time-series collections.
      • Changes to $geoNear.
      • Changes to partial indexes.

      Some or all of these features may come out in 6.0, or a later version.

      Description of Linked Ticket

      Our initial performance tests for this feature (indexes on metric fields, for time-series) show that it can actually hurt performance in many cases, so we should disable it until we can better understand the problem and improve it.
