Document commands which must be explicitly enabled on command line with enableTestCommands

      Can check for ``if (Command::testCommandsEnabled)`` in src to confirm if a command is a test command enabled by --setParameter=enableTestCommands

      Probably add an include? to these commands indicating that each is off by default and must be enabled by enableTestCommands
