      Add accumulators to compute discrete and continuous median and percentile.

      Motivation

      A percentile and its special case, a median, are important analytic functions. They usually provide a more useful characterization of a population than a mean and standard deviation, e.g. the median of house prices or 90th-percentile of GPAs. The feature was requested by Charts and aligns with the timeseries initiative.
