      We currently advertise FIPS mode as an Enterprise-only feature, but it's actually available in community. We would like to move it to be Enterprise-only.

      Motivation

      FIPS mode is only relevant to our most compliance-oriented enterprise customers. This flag should be enterprise-only to account for this.
