      The phrase "After filtering servers according to mode" doesn't apply well to SecondaryPreferred. For that mode, the real algorithm is, "Try mode secondary with the given tags and maxStalenessMS, if it succeeds apply localThresholdMS to the matching secondaries, otherwise use the primary if any, otherwise selection fails."
