Rename "Versioned API" spec to "Stable API" in spec directories and tests

      Change any outstanding references to "Versioned API" to "Stable API". This will include directory names and test files and necessitate driver changes to sync new spec tests.

      For context: DRIVERS-2187 pertained to only to documentation. DRIVERS-2203 pertained to references and titles within specifications, but did not modify directories or test files and thus did not require driver changes.
